FTB Notice of Update to Remote Work Plan
Phase 2 Meet and Confer

On Thursday, September 9, 2021, our Union met with the Franchise Tax Board (FTB) to meet and confer on FTB’s notice of Phase 2 of the Updated Remote Work Plan. Phase 2 is presently set to begin November 1, 2021, and will bring employees who are currently teleworking one hundred percent (100%) of the time into the office an equivalent of twenty percent (20%) of their time or equivalent to one day a week.

  • FTB is allowing divisions’ flexibility on how staff return to the office based on business need and allowing the employee to work with their supervisor on how they individually meet the twenty percent (20%) equivalency per week.
     
  • FTB is following CDPH, CalOSHA, and County mandates when it comes to social distancing, mask mandates, and COVID-19 reporting/ staff notification. If an employee is impacted by a COVID-19 outbreak, which means three or more positive cases within a specific area, then they will be notified accordingly.
     
  • FTB is in the process of implementing COVID-19 testing protocol, which will be mandatory for unvaccinated employees or those who opt to not verify their vaccination status and voluntary for employees who have verified their vaccination status.
     
  • Regardless of when testing procedures are in place, FTB will move forward with the November 1 start date for Phase 2 implementation unless other factors push the date back further.  
     
  • FTB refers all employees to the FTBNet to learn about all the COVID-19 procedures and protocols. Look for COVID 19 Pandemic Information on the main page.  

This notice is not closed, and this will be an ongoing conversation between the Union and FTB. The Union will be notified on the details for Phase 3 of the Updated Remote Work Plan and continue to meet to negotiate implementation with the department.
