Local 1000 Protecting Job Opportunities at CDCR

Our contract contains hundreds of sections that govern our working conditions, including language that offers our represented employees options and opportunities when a state facility closes.

California City Correctional Facility (CAC) will be closing as of March 31, 2024, and the California Men’s Colony (CIM) is deactivating one of the West Yards as of November 4, 2023

Related to this closure and this deactivation, the California Department of Corrections and Rehabilitation (CDCR) is running a Voluntary Transfer Process (VTP) for all CAC employees and specific CCHCS employees at CMC – specifically for Dental Assistants and Lab Assistants.

The purpose of this process is to remove impacted employees from the area where the layoff will occur and give them some control over the trajectory of their state employment by allowing them to choose to transfer to another CDCR or CCHCS worksite outside of Kern or Riverside Counties.

Participation in this process is completely voluntary and transfer awards are made on the basis of state seniority.

Our Union negotiated an agreement with the Department to provide support to employees who choose to participate in this process. Here are some highlights of that agreement:

  • Employees will receive their VTP packets on August 8, and those packets will be due back by August 22. Awards will be made and shared by September 1.
      
  • Employees who move their residence more than 50 miles as a result of this process will receive a $1,500 relocation stipend.
      
  • Employees moving more than 50 miles will be eligible for 24 hours of ATO to use to seek new housing and make moving arrangements, while employees moving more than 100 miles will be eligible for 32 hours of ATO. All employees will also be able to request use of 40 hours of their own leave credits.

This is just one way our Union will be supporting employees impacted by these closures.  We are committed to staying engaged for the entire process.
