As wildfires continue to impact the Los Angeles area, SEIU Local 1000 stands in solidarity with our Southern California members. We are here to provide the support and resources you need during this challenging time.

Administratrive Time Off (ATO)
ATO may be granted on a case by case basis for those who are currently experiencing a State of Emergency, amongst other reasons. California Code of Regulations, Title 2, Section 599.785.5 allows for up to 5 days of ATO during a Governor-declared State of Emergency for those employees that meet the provisions of the rule. In addition to the 5 days of ATO, departments are delegated the authority to approve ATO for up to a total of 30 calendar days.
Employees who believe that they qualify for ATO should contact their immediate supervisor to begin the process.

Catastrophic Leave
- Leave credits can be transferred between family members or to other persons residing in the immediate household who are also state employees.
- Leave credits can be transferred from one or more employees to another employee for financial hardship due to injury or the prolonged illness of the employee.
- Leave credits include Compensated Time Off (CTO), personal leave, annual leave, vacation, personal day, and/or holiday credit. Sick leave credits cannot be transferred.
- Transfers must be approved by the department director or designee and in accordance with departmental policies.
- Transfer of leave credits are permitted between departments.
- The receiving employee must have exhausted all leave credits prior to receiving donated leave.

Information for State Bar Employees
The following language has been agreed upon by SEIU Local 1000 and the California State Bar. The provisions apply to represented State Bar employees under the SEIU Local 1000 MOU.
Emergency Paid Leave Side Letter for State Bar Employees
SEIU Local 1000 has negotiated up to 5 days of emergency paid leave for eligible California State Bar employees. The emergency paid leave is in addition to all other paid leave entitlements for State Bar employees.
This emergency paid leave is available to State Bar employees covered under the SEIU Local 1000 MOU who:
- Have had their primary residence destroyed or damaged in the ongoing Los Angeles area wildfires to the extent that the damage requires relocation, or;
- Have been displaced from their primary residence due to mandatory evacuation orders or a level 2 evacuation warning as defined by the US Forest Service related to the January 2025 Los Angeles area wildfires, and that displacement prevents the employee from working remotely.

Catastrophic Leave Side Letter for State Bar Employees
SEIU Local 1000 has negotiated the expansion of language in the MOU to assist State Bar employees displaced by the 2025 Los Angeles area wildfires. Some highlights of the new provisions include:
- Increased the value of donations from 5 days to 10 days each calendar year.
- Inclusion of the use of sick leave to apply to Catastrophic Leave for those affected by the 2025 Los Angeles wildfires.
- Expanding the definition of those eligible for these provisions to include employees who are facing financial hardships as a direct result of the 2025 Los Angeles area wildfires.
