CalHR and department management are interfering with the union’s ability to effectively represent workers. We have fought hard for the rights we have today, rights grounded in the Dills Act and reinforced by our MOU, and those rights are being violated. Management across departments is limiting representational meetings, restricting union access to worksites, and blocking our bargaining teams from addressing urgent issues like mandatory overtime

These actions don’t just interfere with union staff and stewards, they undermine every state worker’s right to fair representation, weaken our contract, and destabilize labor relations across the state.

The Dills Act and our MOU expect the State to respect worker rights and support productive labor relations. Yet recent actions—RTO mandates, budget cuts, management interference, and limiting bargaining teams—fall short. We will keep holding the State accountable.

Dear CalHR Labor Relations Team,

I am writing to express deep concern regarding recent reports of management interference with the union rights guaranteed to state workers under the Dills Act and our Memorandum of Understanding (MOU).

State workers rely on fair access to representation, release time for bargaining, and the ability for our union to meet with employees without obstruction. Recent actions—including interruptions of representational meetings, restricted worksite access, and refusal to release full bargaining teams—directly contradict the State’s obligation to promote harmonious labor relations.

These actions undermine not only union staff and stewards, but every state employee who depends on fair representation and a functioning labor-management relationship.

I am asking CalHR to:

  • Stop interfering with representational meetings and union access to the workplace.

  • Release the full bargaining teams for Units 17 and 20 as has been long-established practice.

  • Ensure departments follow the MOU and the Dills Act in good faith.

State workers deserve a workplace where their rights are respected and their voices are heard. I urge CalHR to correct this course immediately.
