Important Update and Next Steps — We Want to Hear From You!

Dear Bargaining Unit 1 Employees,

We are continuing to work diligently on your behalf regarding the state’s proposed reclassification in Bargaining Unit 1. Here’s a brief recap of our latest progress and a reminder of how you can stay engaged and help shape the outcome of this important process.

Recap of Our First Meeting with CalHR

On October 10, 2024, SEIU Local 1000 met with CalHR regarding the analyst classification series consolidation and reclassification. The session yielded valuable insights into the procedural aspects and CalHR’s strategic outlook. This consolidation endeavor is designed to lay the groundwork and framework for the analyst classification series.

We are currently carefully reviewing CalHR’s proposal, and the information shared during the meeting. At this point, we have identified several key inquiries and are looking forward to receiving comprehensive responses. Please be assured that we are fully committed to keeping you updated and engaged throughout this ongoing procedure.

During the meeting, it was affirmed that specific classifications were included due to their general alignment with the analyst series and their independence from departmental-specific knowledge. As per CalHR, the consolidation and reclassification endeavor seeks to:

  • Facilitate career mobility and progression for analyst classes (SSA, AGPA positions).
  • Establish direct vertical promotional pathways within the general analyst series.
  • Generate more high-level rank-and-file positions to foster career mobility in Unit 1.
  • Ensure cost neutrality.

What Does This Mean for You?

We also confirmed no Unit 1 employees will be demoted because of this consolidation. We have raised several inquiries and are currently reviewing how merit raises, probation, and other career mobility issues will be addressed throughout this transition.

We Need Your Feedback!

We haven’t made any proposals to the State yet, and we haven’t agreed to anything they’ve proposed either. This is still early in the process, and your voice is critical in shaping how we move forward. We want to hear from you before making any decisions or agreements to ensure your concerns are front and center.

Please share your input with us at [email protected] to make sure your voice is heard!

Join One of Our Town Hall Meetings

We will also be setting up meetings and town halls to bring all voices to the table. We are hosting a series of town halls via Zoom, where you can share your thoughts and hear directly from your meet-and-confer team. These town halls are scheduled for Thursday, November 7th, with two options to accommodate your schedule: the first session will be held at 12 noon and the second at 6 p.m.

We encourage all Bargaining Unit 1 members to join us! This is your chance to learn about the ongoing negotiations and provide valuable feedback that will guide our approach as we move forward. If you have questions you’d like addressed during the town halls, please send them in advance to [email protected] to help ensure they’re covered during the session. Registration links for the zoom calls will be emailed closer to November 7th, so please keep an eye out for them.

Stay Engaged: Survey Coming Soon

In addition to the town halls, we will be sending out a survey to collect more feedback. Look for a separate email with details—another great way to make your voice heard.
