Local 1000 Leadership Elections 2024

As a member-run union, Local 1000 relies on its elected officers and representatives to choose the direction we take in our fight for better wages and working conditions. We work together to engage our 96,000 members to enforce our hard-earned contract rights, strengthen the middle class, and give power back to working families.

Voting Results Announced

The votes have been counted, and Anica Walls has been elected as the president of Local 1000. David Jimenez has been elected as Vice President/Secretary Treasurer.

Members also cast votes for District Labor Council officers, District Bargaining Unit Representatives, and Classification Bargaining Unit Representatives.

The Local 1000 Election Committee has reviewed and released the results for all contested elections. Those results will become final after the June 3-10 protest period.

New leaders will be sworn in on June 30 and will serve for a term of three years.

Changes in the 2024 Leadership Elections

Two statewide vice president positions have been eliminated. The duties of the Vice President for Bargaining will transfer to the Chief Negotiator, who will be selected by a vote of the Bargaining Unit Chairs. The duties of the Vice President for Organizing/Representation will be distributed to other leaders and staff.

Ranked-choice voting will be used to elect the Local 1000 President and Vice President/Secretary-Treasurer. This process allows union voters to select candidates that more accurately represent their preferences and ensures the winning candidate will receive 50% +1 (a majority) vote.

Ranked-choice voting FAQ

1) Can I vote for only one candidate?

Yes, but please choose them as your first choice (and do not also choose them as the second or third choice.) You’re welcome to rank up to 3 choices (but they must be different candidates). Your ballot initially counts only for your top choice, no matter how many other candidates you ranked. Voting for just one candidate (also known as “bullet voting”) means that if your first choice is eliminated, your ballot becomes “inactive” or “exhausted” and does not count in future rounds.

Your second or third choice will only be used if your first choice has already been eliminated.

2) What happens to my favorite candidate if I rank a second choice?

Ranking other candidates does not affect your first choice. Your vote counts for your first choice unless they are eliminated during the round-by-round count. Your second choice only counts if your first choice is eliminated. It’s a “backup choice” in case your favorite candidate doesn’t win. The same is true with your next choice.

3) What happens if I vote for the same person more than once?

Only your first choice will be counted, and your remaining attempts to vote for the same person again, will be inactive.

4) What happens if there is tie for the lowest vote prior to the final round?

All candidates that share the lowest vote count would be eliminated.

Eligibility Requirements for Local 1000 Leadership Positions

Local 1000 stewards wishing to nominate for elected leadership positions must meet the following requirements:

Statewide Officers
Member in good standing and an active steward for two years prior to Jan 2, 2024.

District Labor Council officers/District Bargaining Unit Representatives /Classification Bargaining Unit Representatives
Member in good standing and an active steward prior to Jan. 2, 2024.

All positions must also abide by this language outlined in SEIU Local 1000 Policy File: 12.0.02 (a):
Stewards may run for and hold only one (1) office within Local 1000 at a time

Leadership elections – Available Positions

Eligible stewards, meeting the established eligibility criteria, may nominate for and run for one (1) position from the list below:

Local 1000 statewide officers

President

The duties of the president include administering the affairs of Local 1000, be the Local 1000 representative on the CSEA Board of Directors, carry out the policies, procedures, strategic plans and programs of the Local 1000 council, and shall perform other duties as set forth in Policy File section 3CSD0.03.

Vice President/Secretary-Treasurer

The vice president/secretary-treasurer shall assist the president in administering the affairs of Local 1000, serve as chief financial officer, be a Local 1000 representative to the CSEA Board of Directors, and shall perform other duties as set forth in Policy File section 3CSD0.03.

District Labor Council (DLC) officers

DLC President

The DLC president shall be responsible for the activities of the DLC, ensure proper administration of the DLC, and shall perform other duties as set forth in Policy File section 4CSD0.05.

DLC Vice President

The vice president is responsible for the administration of the contract enforcement program and shall perform other duties as set forth in Policy File section 4CSD0.05.

DLC Secretary/Treasurer

The secretary/treasurer is the financial officer of the DLC and shall perform other duties as set forth in Policy File section 4CSD0.05 (1-7)

If the DLC has divided the office of Secretary/Treasurer, then the duties shall be as follows:

DLC Treasurer

The DLC Treasurer shall coordinate the financial records of the DLC with Local 1000 and shall perform other duties as set forth in Policy File section 4CSD0.05 (2), (I to V).

DLC Secretary

The DLC secretary shall maintain minutes of all DLC meetings and shall perform other duties as set forth in Policy File section 4CSD0.05.

Worksite Locals

Local Senior Steward
The senior steward is responsible for all activities of their local within the DLC.

Local Secretary/Treasurer
The secretary/treasurer shall maintain minutes of all worksite union meetings and prepare the budget with the assistance of the senior steward.

District Bargaining Unit Representative

DBUR
Each DLC shall have at least one (1) DBUR from each bargaining unit within the jurisdiction of the DLC, with the exception of Unit 14 and Unit 21, where five (5) DBURs are elected statewide. DBURs participate in Statewide Bargaining Advisory Committee (SBAC) meetings and elect the BUNC, the Chair, Vice Chair, and Alternate Vice Chair of the units they represent.

DBURs are the representative for the bargaining support program and shall perform other duties as set forth in Policy File section 4CSD0.06.

Classification Bargaining Unit Representative

CBUR
CBURs are the representatives for Unit 1 classifications in the bargaining support program and are elected statewide based on their respective classification group and geographic region. CBURs participate in Statewide Bargaining Advisory Committee (SBAC) meetings and, with the Unit 1 DBURs, elect the BUNC, the Chair, Vice Chair, and Alternate Vice Chair.

CBURs serve as the conduit for information from the SBAC and the BUNC to their classification group/committee and participate in bargaining campaign activities and membership recruitment activities.
